Communications and Technology Connections ("CTC"), the Washington, D.C. arm of the North Texas Global Telecommunications Society, will present its Evening Program Series, Digital Domain 2006: Recent Developments in VoIP Regulation at the U.S. FCC and EU Levels" on Wednesday, October 18, 2006, at the offices of Paul, Hastings, Janofsky & Walker LLP located at 875 15th Street, N.W., Washington, D.C. 20005.
The event will begin with a reception at 6:30 p.m. EST, followed by the keynote speaker at 7:15 p.m. EST. CTC is one of the largest non-profit organizations in the region focused on the business, technical, social, and political issues surrounding global communications.
Steve Rich, an attorney in the Telecommunications Practice Group of Paul, Hastings, Janofsky & Walker LLP will be the keynote speaker. Mr. Rich will address recent developments in VoIP regulation at the FCC level and in the European Union. The presentation will include a discussion of the FCC’s decision to apply CALEA obligations to interconnected VoIP and broadband Internet access, as well as the EU’s recent decision to maintain a "hands-off" approach to VoIP. Mr. Rich will also discuss the extent to which differences in the structure of VoIP service offerings-which range from peer-to-peer unmanaged services provided via the public Internet to services offered via private IP backbones with only "IP in the middle"—alter the analysis from a regulatory standpoint.
