PRESIDENT'S MESSAGE

Dear Members,

As we approach the 2006 Holiday season, I would like to wish you and your families an enjoyable holiday.  This will be my final message of the year in this News Flash.  It has been and continues to be my privilege to serve as President, and to meet and interact with so many of you.

When NTGTS/CTC developed its strategic plan earlier this year, one of our immediate conclusions was that the organization needed to have a larger membership, which led us to ask how to increase our membership base.  The primary answer has been to continue bringing you quality programming focused on critical and current industry trends featuring stellar speakers.  Through our programming efforts, we have been successful in increasing our membership.  In addition to the focus on membership, we launched our newly developed and expanded website.  Our new website has garnered excellent feedback and helped drive additional traffic to our site.  You will find out more about our 2006 Accomplishments in our January 2007 News Flash.

As you can see from the content of this News Flash, the organization will continue to be busy until the end of the year into the New Year.  We have several of our own events plus partner events coming up that may be of interest to you and your colleagues.  Please see select sections of the News Flash and the Events Calendar Section for more details.

There are many organizations and individuals that I would like to recognize for the organization's continued success and growth throughout the years, particularly in 2006.  I would like to recognize our Corporate and Institutional Members:  ATSMA, Bracewell & Giuliani, Haynes and Boone, Japan External Trade Organization (JETRO), NEC, PricewaterhouseCoopers, RIM, and the University of Dallas, Graduate School of Management.  I would especially like to thank our core group of Leaders who are:  Steve Finegan, Board of Directors, Jennifer Ullman, Board of Directors, Co-Founder, & Vice President, Programs and Sponsorship, Daniel Chalker, Director, Programs, North Texas, Roberto Fanini, Director, Membership, and Larry Pereira, Secretary.  In addition, special recognition must go to our Advisory Board:  Judy Becker, Tom Brewer, Dan Dodd, Norman Epstein, Dr. Ben Gavish, John Jensik, Dr. Stanley Kroder, Santu Mullur, Dr. John Nugent, Leland Schmidt, Dr. Richard Thurston, Tom Tregoning, and Doug Wiley.  Finally, I would also like to thank our Programs Task Force:  Rene Gomez, Fabio Kujawski, Don McMillian, George Michael; Doug Moseley, Mahesh Shetty, and Hari Subramanian as well as our Intern, Tommy Alberson for their excellent contributions.  Their efforts were truly extraordinary and the organization is most grateful to them.

I hope we will see you at our December events.  I very much look forward to seeing and hearing from you next year.  Happy New Year!

Jeremy L. Azif

RECAP OF NORTH DALLAS CHAMBER ANNUAL TELECOM CONFERENCE On November 28, 2006, NTGTS again served as a co-sponsor of the North Dallas Chamber of Commerce's (NDCC) Annual Telecommunications 2006 Telecom Conference:  "What's Next?"  The conference took place at the Intercontinental Hotel in Dallas, Texas, from 7 a.m. to 11:30 a.m.  The half-day conference provided insight on what decision makers are saying about the industry today and market trends; what strategies shaping the future of telecom; and the role regulators will continue to play in this deregulated industry.  There were over 150 attendees at this conference.  Special thanks must go to Daniel Chalker for all his hard work and countless hours spent supporting the conference planning committee on behalf of the organization. One of the keynote speakers was Steve Largent, President and CEO of CTIA-The Wireless Association.  Largent discussed "How America Works with Wireless."  The second keynote was Paul Hudson, Chairman, Public Utility Commission of Texas.  Hudson who discussed "Communications:  Looking Beyond Copper and Senate Bill 5."   Overall, the conference was a great success and was well received by attendees, sponsors and other partners.  If you wish to find out more information about this year's conference, see www.ndcc.org .    If you are interested in the 2007 conference for speaking and sponsoring opportunities, you can contact Daniel Chalker of NTGTS at dchalker@chalkerflores.com or Sharon Walker of the NDCC at swalker@ndcc.org. DECEMBER 7 PROGRAM ON TELCO VIDEO FRANCHISING Please join NTGTS for its December Monthly Networking Event taking place on Thursday, December 7, 2006 at The Richardson Hotel, 701 East Campbell Road, Richardson, TX.  The program will run from 6:00 p.m. to 8:00 p.m. CST.  NTGTS is pleased to host and welcome Kathleen LaValle, Partner, at Jackson Walker L.L.P.  LaValle will discuss "Texas Brand on Video and Cable Franchising."

Historically, the often-lengthy process of negotiating municipal franchises has been cited as an impediment to entry for competitive cable providers.  Through recent legislation that transfers franchising authority on a statewide basis to the Public Utility Commission (PUC), Texas has emerged as a leader, modernizing and expediting the franchising process at the state level.  At the federal level, the FCC likewise is evaluating the extent to which traditional franchising processes may be adversely impacting entry, a key issue as competitive video and cable service providers seek to roll out and expand their offers.  LaValle's presentation will provide an update as to developments on these various fronts.  The presentation will include a report on the status of pending legal challenges to the Texas model franchise authority legislation.

Kathleen McElroy LaValle is a partner in the Litigation section of Jackson Walker.  With the passage of the Federal Telecommunications Act in 1996, LaValle became centrally involved in high profile state and federal regulatory proceedings impacting the expansion of competition in the communications industry.  LaValle served as lead outside counsel in pivotal arbitration proceedings establishing interconnection agreement terms permitting competitive local exchange companies to enter and expand their presence within the local service market.  More recently, LaValle's regulatory practice has expanded to include proceedings impacting the deregulated electric industry.  For more information on LaValle's background and Jackson Walker L.L.P., please see  www.jw.com. NTGTS will meet in the Boots & Brix lounge area of the hotel. There will be door prize drawings, a cash bar, and light hors d'oeuvres provided by the hotel.

Drink specials from 5-7 p.m. CST are: House wine and rail drinks 50% off.  Please be sure to mention to the hotel staff that you are attending the NTGTS event in order to receive the happy hour specials being offered. **Prices are subject to change. ** For hotel information, see http://www.therichardsonhotel.com.
