Norman Epstein is an independent consultant in the area of
Telecommunications Standards and Regulatory issues. Over the last 15
years Mr. Epstein was responsible for technical regulatory support at
Verizon Communications. Mr. Epstein has been extensively involved
in the topic of numbering. Besides being the past Industry
Numbering Committee (INC) leader (Moderator), he has been the chairman
of the numbering committee at the United States Telecom Association
(USTA). He has also been a participant in the International
Telecommunications Union (ITU)-Study Group 2 where he served as an
Assistant Rapporteur.
Mr. Epstein was involved in the formation of the Federal Communications
Commission (FCC) North American Numbering Committee (NANC) where he was
the GTE representative for a number of years. He has led
committees on number portability and the Expansion of the North
American Numbering Plan (NANP). Mr. Epstein has been involved in
Number Pooling Guidelines and with VoIP numbering.
Numbering is not the only area where he has past experience. His
educational background consists of two engineering degrees (bachelor
and masters degrees) as well as an MBA and PMP certification. His
career has spanned different telecommunications industry segments
covering design, program management, acceptance testing, and contract
negotiations, both from a vendor design side and a telephone company
customer perspective. He has experience in satellites,
earth stations, central office installations, and local network
planning. He has published papers in all these areas. He
has had extensive interaction with both state and Federal regulators to
whom he has given reports, ex-partes, and developed close
relationships. |
